C2 Zoning Meeting

The CID Zoning Committee will be meeting in our offices on Wednesday, March 6 at 8 am. Agenda is below.

The city has set aside funds in this budget year to hire a consultant to review zoning. The committee would like that consultant to prioritize C2 zoning and is working on a list of recommendations for this process.

The committee will be making a recommendation to the full CID Board on March 12 at 4pm. (If they need additional time, we'll schedule a special meeting and let everyone know.)

Issues for Discussion
 
1) Trash/Recycling
Should new developments set aside publicly accessible space for trash facilities?

2) Sidewalks
The CID approved a Broadway sidewalk standard (currently between 8th & Ninth). Should this be expanded to all CID sidewalks?
Should new downtown sidewalks be a particular width, to allow for street trees and sidewalk amenities?

3) Fringe zoning
Some cities require step-downs in height or density as one moves from the commercial core into residential neighborhoods. Should some type of “ring” zoning buffer the CID and the residential neighborhoods?

4) Height Restrictions
Should there be minimum or maximum height requirements?
Would a reasonable height restriction then allow us to offer density bonuses for desired types of development (ie, active ground floors?)

5) Active Ground floors-
Incentive based only?
Required in commercial core v. arterial streets?
Replacement of retail-only policy?

6) Parking
Should there be residential requirements? (ie, a certain ratio of beds to parking spaces? Requirements for a parking plan, rather than actual spaces?)

Should we encourage/require mid-block or rear of property surface lots? Should we waive landscaping requirement for these “hidden” lots while maintaining it for large surface lots?

 7) Scope (this is an appropriate question for all of the above)
Are these one size fits all solutions or do we want to vary requirements base on location or size of development? (ie, historic core, exemptions for small properties)
